This is the Agora and bridge from the City of Arts and Science in Valencia, Spain by architect Santiago Calatrava.

The Agora is a tennis arena. It has the tennis court with seating on the inside (See photos).

The blades are included on top, which appear in concept art but I don't think they are on the finished arena in real life.

They are rigged and animate. (There is a null titled "Rotate This" to open and close them manually)
