The Carcano Model 1938 short rifle (often called the M91/38) was originally redesigned in 1938 to use a new cartridge: the 7.35×51mm Carcano. The Italian military wanted a more powerful round than the older 6.5×52mm Carcano used in earlier rifles such as the Carcano Model 1891 rifle. The 7.35 mm round fired a heavier bullet with an aluminum tip intended to improve terminal performance and stability.
However, the transition created major logistical problems. When Italy entered World War II, the army still had huge stocks of 6.5 mm ammunition and millions of older rifles. Because of this, production was quickly switched back to 6.5 mm, while keeping the shorter M91/38 rifle design.
