In this video I show the simple toon shader created in the Blender Shader Editor. It react to the lights and you can adjust the Color Ramp Node to achieve the wanted specific result.

This is not the correct topology for animation with the correct loops and so on. If you want to properly animate this I would try doing a retopology first.

Does not have UVs or Texture maps. It does have the material slots asigned to different elements, with simple Blender Shaders asigned. You can use a Principled Shader if you want this model to not be toon-shading. You can then render in Cycles or in any other software using the different formats provided in the download.
