In blender, use an Array Modifier and a Curve Modifier, and attach it preferably to a circle curve and edit it to your preference to fit your character. You can set the array modifier to the length of the curve and it will all basically be procedural from there. I recommend deleting all but one of the links, I added multiple for reference.
