Why not instead of putting pressure and forces on a single part of the spinning discs, put equal pressure and force on them omni directionally? forces balanced on all sides. i have added small vortex nozzles inside the feeding pipes, to force water through, entering the system with a twist or a vortex, spinning onto the sides of the discs. the concept can be repeated in rows as they would then also balance the force on the center axis need to turn in order to perform work. using two or more in a row can put a lot of power onto a single axis.

added the top vortex nozzle, or octo vortex feeder, creating the same pressure, the same force, on all 8 sides from a single water hose on top.
