Blender version is setup for a Cycles render as shown and includes two volume fog cones that can easily be modified. Cone target the light glare effect only around the shade bottom area. Glare can easily be modified in the Compositor tab menu at top, already setup. Version 3.6 or later.

Maya version 2018 uses Arnold renderer and has all Arnold shaders and an Arnold volume atmoshere to get the fog glow effect coming from the light.
