This is cleat with a dock line that is used for tying boats to slips. The dock line is properly tied on the cleat. A second cleat is higher and off to the side to be used on a boat. Just move it to your boat in the desired location. The dock line is controlled by a Nurbs Curve so you can quickly adjust and position it.

Even if you don't need the cleat, this is an inexpensive way to get a nice piece of rope with a custom braided texture on it. These kinds of textures are not easy to make and this texture alone can save you hours.
